What is the best plan of action to get paid?

I am a subcontractor on a housing authority project and the GC won't provide the remaining amount of the subcontract. He has directed me to talk to his attorney and doesn't believe he owes me any money. He also has not submitted or negotiated any change orders on the project that were identified as unforeseen conditions and winter conditions. What are the steps and restrictions in filing the mechanics lien? Can I include the change orders that were submitted and remain outstanding? The work for those are complete.

Typically unsigned change orders cannot be included in a lien. You may have lien rights, and also rights against any payment bond that may exist, in addition to your breach of contract claims against the GC. More information is needed to fully assess the best options, however. This includes whether the project is public or private, what your last date of work was, and what your contract says about withholding of payments, among other items.
