If I have a project in New York that was completed and 2019 but we still have not recieved payment and the owners are dodging all of my calls. What can I do? I have already put them in collections and they are dodging those people to.

Your lien rights are almost definitely expired, it is possible they are not, but it depends on the facts and circumstances. If you do not have a lien, then you would need to initiate a breach of contract and unjust enrichment action to collect most likely. Sounds like demand for payment has already been made and ignored, it is possible that if further demand is made by an attorney they will start to pay attention.

It appears as though your right to lien the project has expired. depending on how much is due, you could try small claims court for under 5K or retain counsel to make a demand adn file suit.
