You need to first send any notices required, then file your lien and then, if you are not paid, send a legal demand and/or file suit to foreclose on the lien, which then motivates the owner of the property to get you paid.

There is an extreme amount of nuance in this process, and I can't tell by your question what step your at, and there's a lot of good information on this website about these procedures, but if you've already got a lien on file and nobody is paying you, you're next step is to hire and attorney.
