Should I sign a Waiver of Lien Final (state of New York) without actually receiving payment first ?

Our customer is stating that they will not pay until they receive a Waiver of Lien (Final). We do not feel comfortable signing off prior to actually receiving funds. What are my options?

You can give them a conditional lien waiver and then tell them once they pay, you will give them final one.
