I completed a construction project in California about two years ago. I filed a preliminary notice under levelset when I first started the project but did not file a lien within 90 days after completing the project. There is still $22K owed plus interest

You appear to still have the right to sue for breach of contract if you have a written contract.

If you were a subcontractor on the project, you are unable to pursue a legal remedy against the owner of the property. You can pursue a breach of contract claim against the prime contractor. If it was an oral contract the statute of limitations is 2 years, so you should contact a construction law attorney immediately.
