In Mass are preliminary notices required to be filed with the court clerk??

No. Mechanic's liens are recorded at the Registry of Deeds. The only time you would record a preliminary notice is if you are a subcontractor of a subcontractor. Then you have to file a Notice of Identification within the first 30 days of working at the job.
