The address and Owner's name on the Notice of Commencement is different than the one shown on the building permit.
I used the Notice of Commencement as my guide to file a Notice to Owner but should I do another one to the Owner listed on the permit?

If you are within the 45 day time period then, yes I would send a second notice. If not, you nevertheless have the right to rely on the information in the notice of commencement. As long as you have done everything you are supposed to do a defective notice of commencement should not be the basis for avoiding your lien. Appellate courts in Florida have ruled this way as late as last year.
