Ohio NOF or Notice of Commencement, which should I send

OhioPreliminary Notice

Hello, We are a sub-contractor in the state of Ohio and we have been sending NOC's to our suppliers. However, I was just told as a sub that we should actually be sending Notice of Furnishings to the GC, Property Owner, and possibly the finance company. Can you help clarify the notice I should be sending as a subcontractor?

You are correct. As a subcontractor in Ohio, you are required to serve a Notice of Furnishing on the owner (so long as the owner first recorded a notice of commencement) and the general contractor. A form notice is provided in the text of R.C. 1311.05. 

You are not required to send the notice of furnishing the finance company, but you may be required to serve to the owner's agent instead of the owner, if an agent is indicated on the notice of commencement.
