No P&P bond on public project?

I am a subcontractor on a Public Works Project. I have been having troubles getting paid. I contacted the Owner and they said a P&P bond was not required for this project. This is a local power company in Oregon State. How often does this happen? I never seen a project like this without a bond requirment.

If your job took place in Oregon, then I cannot speak to the law. However, in Washington State there are 2 requirements: a performance bond and 5% retainage. Once the project has been accepted you only have a limited time to file your lien in Washington so be very diligent. Filing your lien ahead of time is often a good idea and there is no harm in doing so. Good luck.
