Lien on unpaid funds for a driveway.

I did not have right of way to my house. I got the permit from the township commisioner to build itwith my own funds but in a state piece of land. The next door neighbord who did not need the right of way, now is saling his house offering his clients half of my drive way rights. It is possible?

If you built a driveway on property that isn't yours, it's certainly possible that the owner would be entitled to partial use of the driveway. And, obtaining a permit for that work necessarily doesn't mean the neighbor wouldn't be entitled to its use. While it's possible they might be entitled to using the driveway, at least to some degree - it'd be wise to consult a local Illinois real estate or construction attorney. They'll be able to review the property records and the work performed then advise on how best to move forward.
