The contractor (unlicensed) did not file a mechanics lien but filed a lis pendens on my property. He made a "repair" to a separated joint in the storm pipe and is asking for 3 times the amount of what another licensed contractor quoted for full a replacement of storm drain pipe. He never wrote up a contract and never quoted any prices or cost; he just did the work and is now charging me.

It doesn't sound like an lis pendens is an appropriate proceduring for the contractor to use and the contractor my have liability for slandering your title. Also, if you did not agree to a price, then the contractor should be entitled only to the reasonable value of the work that was done. If you have other questions, please let m know.
