Good morning!  If a client does not want to pay, then they are likely still violating whatever agreement you have, so you still have all legal options you had before the pandemic.  However, some legal issues, such as the government prohibiting certain businesses or activities from happening, may operate to explain some parties' behavior. 
An attorney will have to examine all of the facts so that we can ascertain what are the best routes toward getting a remedy.  A lawsuit can be filed, but not just yet (we are waiting for the IL Governor to lift court operations-restrictions).  While a case can be filed, the sheriff's office is not serving complaints just yet, so it will not make sense to get started just yet, but likely end of summer things will be back to normal (or the new normal).
