Washington stop notices are typically sent by registered or certified mail, so it shouldn't be too challenging to send a stop notice from California. Levelset has this great resource for help sending a Washington stop notice: Washington Stop Notices | An Alternative Remedy for Nonpayment. In that article, you'll learn more about how to prepare the stop notice form, where to send the stop notice, and what to expect next.
In terms of how much it will cost - sending a stop notice can be pretty cheap. It's as simple as putting the correct information on a document and mailing it to the associated parties. If you want to do that in-house, you could always do that - and this downloadable template might be helpful there.
Alternatively, you could opt to use an online service or an attorney for help submitting a stop notice and that can take a lot of the headache and stress out of the process. You can order a Washington stop notice through Levelset here, if that's what you're looking for.
