How to get paid?

Hi- We worked as a first-tier subcontractor for a prime contractor in Oklahoma City, cleaning up the ice storm this past winter. We have not received all of our payments which totals to $300,000.00 left owed. The contractor was paid in full in March; we completed the job and were released on 2/11/21. We have tried everything but suing to get paid, the city of OKC lawyer sent a letter to the company owner who didn't help, we notified Fema and OEM, filed a claim against the bond, which was denied because they said it was only for performance. The job was more than $50,000.00. We made around $1 million as a subcontractor. The prime held $14 ton off of us and made around $200k, and they have not to help up to the subcontract, which states we can file against the bond for non-payment. Are we not protected by the Miller Act, and shouldn't OKC support us, helping us get paid since we completed the job and did everything that was asked of us? Would you mind telling us how to receive the pay that was owed to us?
