Help filing a lien

We finished work on a job as a sub of a sub in mid April. We went to the county to file a lien, but were told without a civil suit the lien doesn't hold much weight and would just sit in the file. Is this accurate? Can the lien only be enforced with a civil case? if so, do we file a civil suit against the Owner or the GC? The owner, GC, and sub are all silent at this point.
