Do you know of a Prequal of GC to sub where the GC has to demonstrate their ability to pay before a sub will provide a bid? Just looking for an even playing field.

I've never seen that type of a prequalification requirement before. It's a good idea but there are always more than enough subs who will bid without it so the GC has no incentive to add this type of prequal.
