Filling a Mechanic Lien on a property in California?

I'm a subcontractor dealing with a general contractor on a Residential 21 units project. I didn't send my California 20 day Prelimenary, but I did sign and certified a Conditional Waiver and Release on Final Payment. Can I still file a Mechanic Lien on the property?

On a private works project, if you are a subcontractor and want to assert lien rights, you need to serve a Preliminary Notice. The Conditional Waiver does not give you lien rights. You still have the ability to bring a claim for breach of contract against the general contractor.
