Contractor, who we have worked with many projects over the years, did an unexceptionable tile job

my contractor has threatened a lien.. We did not pay our final payment on the two baths he remodeled. One came out great, but the second has terrible tile work, which the contractor refuses to make right, even though admitting it is bad.
