Can you file a lien on a property without having a contractors license?

I’m a self contractor, I performed worked for a client. And now she’s doesn’t want to pay for the labor, materials and what’s still owed. About $6,000.00 she doesn’t want to pay.

A contractor's license is required for pretty much all construction work in California if the total cost of the project exceeds $500. When a contractor's license is required, Business and Professions Code section 7031(a) precludes unlicensed contractors from bringing any legal action or filing a lien for collection of compensation. Further, Business and Professions Code section 7031(b) entitles anyone who has paid an unlicensed contractor for work requiring a license to bring an action to recover all money paid. But they only have one year from completion of the work to do so.
