I started a residential framing job and did not have him sign a contract but he has paid me 70 percent of the job and is not paying me

NO you file a CONSTRUCTION LIEN within 90 days of the Last Date you worked at the site or your lien is invalid.

Also you can't get a valid Claim of Lien without a written contract IF the property owner is going to move into the house upon completion. I hope you have a Residential Builder's License.
