can i file a lien on property that was abandoned property

I kept up the property ie. cut grass, shovel snow etc.... am I able to file a lien

The short answer to your question is probably not. A construction lien is designed to secure payment for improvements to real estate under a contractual relationship. The lien attaches to the interest of the party who contracts for the improvement. From what you described, there is no person who contracted for the services you provided nor is there a contract.
