The contract and building has new owners and a ''receiver" Can I add them to this mechanics lien? We still have not been paid the outstanding $28K

The recorded Lien goes against the property as an encumbrance. If a receiver has now been appointed the Lien should already be against the property I would send a copy of the recorded Lien as well as your supporting invoices/billings to the receiver for his/her information.
