Can he hold back paying the subcontractor and can i stop payng him tell he pays the sub?

I am building a house in missouri and the builder did not pay one sub, after I paid him in full, for that trade, because he said the sub owed the builder money from previous work because the sub added sales tax to his invoice and work comp reimbursement on my job and others.
