Can a subcontractor file a lien without filing a notice to owner within 45 days in fl?

The subcontractor started a job without a contract and never sent notice to owner. The contractor had a falling out with this sub. Sub never finished and is claiming lack of payment. It has been 4 months since he started job. Does he have rights to a lien?

As long as the subcontractor has no way to claim a direct contract with the owner, that sub has no lien rights if the sub did not serve notice to owner within 45 days of starting the work.
