Can a property manager sign a NOC for the rental property in Florida instead of the owner?

I'm the owner of the house that I'm renting thru rental agancy. I need to change the roof. At the moment I'm out of the country. Can the property manager sign and apply for the NOC?

That should be fine. The NOC can be signed by the owner or the owner's agent.
