Hello, Was curious to know if certified payroll reports are required by Federal law when there is No work to report. My example is this, we performed work on a public high school in Illinois in which we completed our first phase in September 2020. I turned in CP’s to the GC through that time period. We have one more days’ worth of work to perform later this year. So from September of 2020 until that day arrives we have no work/hours to report. GC is telling me that we have to still turn in individual CP’s for each and every week until we are completed with our work. On page 15 of the Bacon-Davis FAQ’s and as I understand it, the CP is not required until we have hours to report. Is this correct? The Illinois Dept of Labor FAQ also states that NO Work reports are not required. Thanks for your time, Dennis Ford ...Read More

Hello, my husband works for a company in Ohio that cleans large HVAC systems for large businesses and government buildings. Allot of there jobs are government contracts. When he asks leadership about prevailing wages when they work government buildings there answer is always they didn't put it in the bid and that's why they got the job. Which I thought was not legal. He recently started a job for the Ross county correctional institution and was told he would be getting prevailing wage since it's again a government job. However today on his paycheck he has his normal rate under the prevailing wage hours. When he asked about this to his boss he was told that they had to list it that way to separate the hours but that the prevailing wages are less then his hourly wage. But when I looked that information up everything I'm finding says something completely different and that the actual prevailing wages are anywhere from $8 to $15 dollars more an hour on top of his hourly rate. We are at a complete loss and don't know what we can do to get the correct information or how we can make this right. I'm hoping you can help lead us in the right direction and tell me if this is something that's legit or are they doing something illegal. Thank you...Read More

Good afternoon, Is there any PW requirement the calls out removing more moveable or portable equipment to a vendor's shop for a repair? We have all sorts of repairs made on site that require PW and have never heard of this. The vendor wants to remove small art kilns to their shop for standard repairs saying its a PW requirement. All such repairs have previously been made successfully on site. Is this new or just a confused small business owner? Thank you, P.McDonald, Purchasing Manager Bellevue School District #405.
