We work in the eastern half of the US. So I know laws vary by state. But are there any states that don't allow you to file Liens or bond claims on money that is considered retainage? I selected KY because that's where we are but like I said, we work in several states.

TexasWe were terminated from a contract job that over 70K in retainage has been withheld. We do not agree with the reasons, but do they still owe us the retainage?
TexasI started work on March 9, 2018 at a State university in California. I was hired by a general contractor who was doing a public works project for the university. I am a welder, making handrails for a baseball stadium.
When the job was completed I sent final invoice request on June 25th, 2018. They responded that they are holding my payment because I backed into a light post on the university's grounds. Meanwhile my insurance is already dealing directly with the university to resolve this matter. I think the university maybe withheld the $ from the general contractor's contract, and now the general is withholding from my contract. I am uncertain if they can do this considering I have completed all work in the contract and my insurance is already in the process of reimbursing the university directly for the lightpost damage I caused.
CaliforniaWe are an out of state prime contractor who will be performing construction services for an owner building a restaurant in the state of Utah. We normally withhold 5-10% retention from the payments to our subcontractors and the owners we work for withhold the same from payments made to our company. Must the owner have a separate account for our retainage that earns interest for the duration of the project and will we, in turn, have to maintain a separate account for the retainage we hold from payments to our subcontractor?
UtahWe have a GC advising us that their TN project has special circumstances requiring them to hold out 10% of retainage. I have asked them to send us documents showing why they would need to hold that amount out. So far, we haven't received anything. Are there special circumstances that would require a privately owed college to have the right to hold out more than 5% in retainage?
