Who is responsible for extended general conditions related to COVID-19 schedule delays?

We are a general contractor following guidelines for restricting the number of workers in a space to 10 or less people, actively disinfecting common works spaces and denying access to workers who are sick. We are beginning to experience schedule delays due to the virus and our response measures. Our question is .... Who is responsible, owners or contractors, for extended general conditions for schedule delays due to COVID-19?

This will sound very much like a "lawyers" answer. It very much depends on your contract, the "force majeure" language, etc. Virginia law looks to the contract and if the contract does not specify, then it's down to whatever delay related language exists in the contract for issues beyond the control of subcontractor or contractor.
