The GC is asking us to sign an unconditional progress release, which is usually signed by the owner; however he is unavailable at the moment, so I wanted to know if anyone else from the company can sign the release.

There is no specific requirements under California mechanics lien law regarding who can sign a lien waiver. Obviously, anyone who can sign a contract on behalf of the company can definitely sign a waiver. But other individuals related or employed by the company can also sign the wavier as well.
To quote Nate Budde, Levelset's Chief Legal Officer:
Practically speaking – if lien waivers are used appropriately and as intended – it doesn’t really make much difference who signed them. The lien waiver acts as a receipt for payment and nobody needs to lien anything if payment has been received.
