My family is planning to build a house. Our architect is preparing building permit applications and is asking us if we will be using a mechanic's lien agent.

A mechanic's lien agent is one that on residential projects in particular gets notices of who is working at your project.  They are typically used by lenders and title companies so that they can keep track of possible mechanic's lien claimants.

The lien agent's information should be contained and posted on the building permit, so that those working on the project know who and where to send their notices.
