A Colorado Notice of Intent to Lien will be effective even if it isn't signed for by the property owner as long as it was properly mailed. Levelset discusses that in further detail here: Colorado Mechanics Lien Law: Notice of Intent To Lien Effective Upon Mailing.
Of course, when possible, it's always a good idea to try and make sure the owner actually receives the Notice of Intent. That way, it's possible to resolve the payment dispute without actually having to file a mechanics lien claim.
