No, an owner performing work on their own property generally doesn't need to file a Notice of Commencement (NOC). Generally, Notice of Commencement filings are required and used for projects involving a general contractor as well as subcontractors and suppliers.
The NOC is used to make sure everyone on the project has the information they need, and it also protects the property owner from having to pay for the same work twice. But, in a situation where the owner is doing all of the work and sourcing all of the materials, themselves - then there isn't much value or purpose in filing a Notice of Commencement.

If the work requires a permit, and the value exceeds $2500.00 then a NOC will need to be recorded. Most building departments will not approve the first inspection without a recorded copy of the NOC on site and/or provided to the building department.
