How to handle unauthorized change orders and subsequent property lien

We had a contractor execute very expensive change orders without owners authorization. One of these change orders for $7500 was also included in the original scope of work (seems like he's double charging). When I didn't pay for this, he issued a preliminary lien. He has since abandoned the project and left it uncompleted, after we've paid him over $16k for a $12.5k project, and he's made off with our water heater. How do we get the lien dropped and recoup money for the unfinished work?
