Looking to Kentucky's mechanics lien statute - KRS § 376.090 states that a mechanics lien shall be deemed dissolved if the claimant fails to enforce their mechanics lien within 12 months of filing their lien claim. So, there may not be much of a need to take action once that time passes. More on that here: Does a Mechanics Lien Affect the Property Title Forever?
But, if an owner does wish to have the lien removed from the property record - it might be helpful to consult a local real estate lawyer. They can provide some insight on how to request for the removal of the claim from the record, whether that'd be a filing with the court or with a request to dissolve an outdated lien with the recorder's office.
Further, when their lien has expired, it might also be helpful to request a release of lien from the lienholder. Granted, they may be reluctant to release a filed lien if they still haven't received payment.
