does one need to file a notice of commencement if no contractor is involved.

If i do the work in my apartment, do i still need to file for notice of commencement or not ? i'm assuming the only reason i would have to file it, is if i needed to protect myself from getting ripped off by a contractor and vise versa.

In general, a Florida Notice of Commencement is a document used for construction projects for which 1) a building permit is required and obtained, and 2) there will be contractors, subcontractors, and suppliers providing labor or material to the project. If there is no need to protect against mechanics lien claims, there is not really a specific benefit to a property owner in filing a notice of commencement. However, Florida statutes note that property owners are required to file a notice of commencement before the start of any job that is more than $2,500. If there is no "job" however, i.e. there is no contract and/or money exchanging hands for work and/or other parties performing labor or furnishing materials, a property owner may be able to disregard the requirement and not have to face any significant consequences.
