Do preliminary Notice dates include office labor?

Hello, We are wondering about the Preliminary Notice - date labor or materials first delivered – Would this include office labor or is it specific to labor and materials delivered for a job? We start ordering materials and start working on the project before it hits the field but does that count? Thanks!
