do i have to file a lien if I send a NOI?

if i send a NOI in HI, and I don't get paid, am i required by state law to file a lien? what if i decide its too expensive and just want to send them to collections?

No, there is no obligation to file a mechanics lien claim after sending a Notice of Intent to Lien. In fact, an NOI isn't a required step in the mechanics lien process in Hawaii.
