Can my company's subcontractor file NTO?

The Subcontractor hired by my company just filed NTO dated 10/14/2020 on a job he first arrived on June 1, 2020. Can the subcontractor file a Notice To Owner so late?

The deadline for subcontractors to send a FL Notice to Owner (NTO) is no later than 45 days after first furnishing labor or materials to the project. This is a hard deadline, and missing this deadline means losing the right to file a construction lien.

If the subcontractor began working at the job site on June 1st, the latest the NTO could be sent to secure lien rights was July 15th.

Nope - he had 45 days, or until July 16, 2020, to serve the NTO. You can tell the owner it's not a valid NTO.
