Can a second tiered subcontractor mechanics lien be filed against the homeowner?

Can a subcontractor to a general contractor (GC), hired by the homeowner, file a mechanics lien on the homeowners property in New Hampshire? Even if the GC has been paid but failed to pay the subcontractor?
