Why would a subcontractor directly hired by a GC not file a preliminary notice but all their suppliers do file preliminary notices? Does this subcontractor lose lien rights?

On a private works project, the subcontractor who does not provide a Preliminary Notice loses the right to assert a mechanics lien and other remedies.
