Who should be signing the Notice of Completion that is filed in the county

We are a General Contractor hired by tenants to remodel retail stores. We trying to determine if the tenant or the property owner (generally in a mall) should sign the Notice of Completion in CA.

Construction projects can become a little more complex when there's a tenant improvement in play. But, as I'll explain below, the tenant or lessee who authorizes the construction project is entitled to sign a California Notice of Completion as the "owner" of the project.

California tenant improvements and Notice of Completion requirements

§ 8182(a) of the California Civil Code reads "An owner may record a notice of completion on or within 15 days after the date of completion of a work of improvement. (b) The notice of completion shall be signed and verified by the owner." However, based on subsection (d) of that section, an "owner", for the purposes of filing a Notice of Completion, means the party who causes the building, improvement, or structure to be constructed, altered, or repaired - even if that party is a tenant or lessee rather than the owner of the land, itself.
