We are a subcontractor on a project and we are going to send a preliminary notice to the GC and Owner. The Project Owner is not the Property Owner. Who would we send the preliminary notice to? The Project Owner or the Property Owner? Or both?

A subcontractor in California is required to send a preliminary notice to (1) the property owner, (2) the general contractor, and (3) the construction lender (if any). So to answer your question, the property owner is the one required to receive the notice to secure the right to file a mechanics lien. However, there's no harm in sending one to the project owner as well. Besides securing mechanics lien rights, preliminary notices also help promote visibility on a project, open lines of communication, and can help get you paid faster.
