Who do I notice?

I am a General Contractor hired by a Homeowners Association to do work on 4 different decks in a community. The HOA has a property management company and also a separate Construction Manager for this project. The invoice gets sent to the CM who then forwards to the property management company to cut the check from the HOA checking account. Who would be considered the property owner and who do I need to send the preliminary notice to? What are the roles of the HOA, Prop Management company, and CM?

Send it to BOTH the HOA and the PM.
