Unlike a number of other states, it looks like the vast majority of construction work will not be considered "essential" in Pennsylvania during this coronavirus outbreak - at least for now. According to Governor Wolf's stay home order, all work that is not "life-sustaining" won't be considered essential.
Note, though, that there has been a lot of pushback against the order for construction work to be reconsidered as "essential." It appears that the AGC is appealing directly to President Trump, and everyone knows Trump has a soft spot for construction and development - so, things could certainly change.
