It depends on your contract. Normally, the cost of all inspections and permits are included in the cost of the work. However, that is not always the case. If your contract does not address this issue, then it will depend on the nature of your contract. If you have a fixed fee contract, then the contractor pays for all inspections and permits as part of the fixed fee. If you have a cost-plus contract, then that cost of the permit and/or inspection for the CO is included in the "cost of the work" that is paid, ultimately, by the homeowner or client.
