Which prevails, the contract as written if all of the work in the contract has not been done, or insurance claims list ?

My contractor did not finish all details in the contract, but did do the reroof. I need to have the roof inspected to ensure all ins claim work is completed as listed but snow interfered. I also have a lot of issues I strongly believe are caused by roofers and I need an inspection now which is very expensive and pay to have the issues fixed and contract things finished. He has not been paid anything yet. I actually thought he would come back and fix and finish the contract work. He was made aware many times. The contract states he must provide copies of the receipts for all material, his workman ship warranty and the shingle warranty. He just finally emailed these to me after asking many many times. The reroof was done the end of august. I THINK he filed a lien. I received a notice from the post office I have a certified letter.
