The general contractor is trying to negotiate for a lower amount. Work has been completed 3 months ago but they did not answer us until now. We're not agreeing for the lower price and asking for full payment. Can I file a mechanic lien?

You only have 90 days from the date that the project is finished in which to record a mechanics lien, so if the work was completed more than 90 days, you may not be able to record a valid mechanics lien. If there was a valid notice of completion recorded, the deadline might be shorter. I suggest you ask a lawyer familiar with construction law to assist you.
