When is it too late to file a Notice of Commencement?

I am acting as the property owner and a Notice of Commencement was not filed when work started 3 months ago. Work is now furnished and we just received a Notice of Furnishing from one of the general contractors sub contractor. Can I still file a Notice of Commencement?

Generally, a Notice of Commencement can be filed late in Ohio and still be useful. However, if the work is complete, I'm not sure how effective a Notice of Commencement will be.
