When is a Final and unconditional Lien Waiver to be submitted?

I am a GC on a project. The contract notes the GC is to submit the final and unconditional lien waiver in order to establish substantial completion. I would think final lien wavers would be due with the final invoice for Final completion and when I have all my subs final release of liens.

Generally, final unconditional lien waivers shouldn't be exchanged until it's time for final payment. And, there's risk in providing that waiver too early without a fully fleshed out "Exceptions" section present. This sounds a lot like another question that was recently asked at the Expert Center, so I wonder if this might have been double-posted.
