We received notice that a 20 day preliminary waiver was sent, however we never received it. Now when I access it is has a date of 2020 on it instead of the date he provided of March 2019.

The issue date for a preliminary notice should generally be the date that it's sent. The issue date for a mechanics lien waiver should be the date when the waiver was signed and submitted.
